Yeah that's basically it. The situation also is not normal, the sister is hung up on some intense past feelings, so our MC is also struggling to find a way to fix that. Meguru wasn't really looking for jealousy; she was looking for a sign of love or deep affection from Kasane, which took the form of jealousy. She is disappointed that she sees no confirmation there, yes.
But then Kasane blushes just from Meguru's slight touch while having her hair dried. Clearly Kasane has strong enough feelings for her that something that quick would make her whole face and neck red, something she tried hiding from Meguru.
Meguru recognizes this. In response, she blushes and lovingly holds Kasane tight--because she gets the confirmation of Kasane's feelings that she was looking for. Meguru then takes the MASSIVE step of recognizing that Kasane is not her sister and still loving that anyway.
So the chapter setup one scene as a response to the previous scene. It's a positive moment that further confirms both of their feelings, even while still not solving the overarching issues.
