Well she only recently lost them, so not enough time to grow hair to cover them and most creatures don't really grow hair out of their horns. Heck, it's possible she'll just grow the horns back eventually (unless they're to be a reminder of the fact they broke off in case the mangaka has one more crisis planned with Mira's body deteriorating further, and thus they need to look for a way to save her.)
