She rejected Gotou in the past due to being short and looking like a virgin while Inukai is the opposite of those things, only thing stopping Inukai for now is that he is socially retarded so idk how he will get to the point of fucking Shigechi but it seems clear that this is the route the story is taking due to Gotou turning into a masochist (how it contributes to the overall plot idk).

Quite the sticky relationship web we got going here. Gotou’s with Shiina (and Akito), but only desires Shigechi at the moment. Shigechi seems to like Inukai in a tsundere kind of way, but doesn’t like the fact that his main goal is clearly Shiina and not her. Shiina herself probably likes Gotou a lot, but can’t really outright say that he’s her boyfriend either because she really doesn’t know where they stand or because her reputation is at stake.

Shiina NTR is actually pretty likely, she's the the only character that hasn't experienced in any way so far.
