His logic is flawed, even if he did go back in time and start over again, that doesn't mean the events of his previous life and that of the world around him in that life will repeat itself exactly as it did before. In fact, I would imagine lots of things will drastically change due to his meddling and actions outside of what he did in his previous life, so much so that almost nothing would be the same going forward. Yet, he's talking as if he's certain that his foreseen future will absolutely happen, that nothing can happen to cause it not to happen.

Nothing he's done so far will alter the fact that people will produce garbage which will need to be removed somehow, so the market for the garbage collection is still there, and there's no reason to suspect any of his actions so far will cause people to be more wary of garbage collectors so the information gathering aspect is still entirely plausible. You may argue that for some reason the guy wouldn't notice the opportunity now, but he can suggest it if necessary so that's not really a factor either.
