Whether he purposefully sought out the runes to reinforce the seal/hide them or if he sought them out for power due to the hidden people being slaughtered, who knows? I don't think Valk exists anymore anyways. It's highly likely that the member of Yggdrasil who looks like a clone of Odin is actually just possessing his body till he can free his real body.
