The "viscount" bit is probably because of the Medal Satou received.
National Orders/Medals quite often have a "virtual" Noble Rank attached, which can be ...quite high... depending on the grade of the achievement and customs of the nation handing them out.

It was mentioned in the chapter where he got it that the Medal equated him to "the head of a major Noble House"
The Rank attached to the Dragonslayer Medal he got is probably Viscount. Which is "a bit" higher than his formal rank of Baronet.
Someone Polite and Formal, and aware of him having received that Medal, would address him by the higher rank, thus Viscount.

Yes — instead of it being the translator who previously admitted that they know nothing of English nor Japanese having fucked up (present on the same page as the translator failing to parse the mangaka's same lame joke repeated for the 126th time and voicing their confusion in a "translation" note), it must be an elaborate exposee by the mangaka on this one obscure possibility of European mediaevum in its dim imitation. When the raw is on nyaa I will be back.

"He thought but she knew" - sometimes manga make a lot of jokes about "thinking out loud" and "saying what one is thinking", so it could be that. But it doesn't have to be, he did voice out loud that she would make a beautiful bride in the panel before that which should be enough. (Especially since she's probably imagining that he meant that he would/could marry her.)
