My issue with her isn't that she neglected him, as he isn't her son he isn't her responsibility in that way. However I do take exception to how she allowed Robin to treat... basically everyone, and she was aware enough that she was able to turn up at his palace before they could do anything to him after he attempted to rape Lisbeth indicating that she likely knew what he was planning, or at the very least that he was planning something, and did nothing to stop it. When she turned up she didn't come in her nightgown, she was prepared to turn up if it went badly and did so to save him from the consequences of his own actions.

While the attack happened at night, all of the interaction with the First Empress is during the day. First Rudolf says "Last night, a rat seems to have slipped into this palace." And pages 15-17 of 10.1, as well as 5-7 of 10.2 make a show of sunlight both inside and out.

Honestly the First Prince seems emotionally closed off to everyone as a self-defense mechanism. Because everyone looks at him as a political tool to curry favor with. I know a lot of people were sour on how he acted towards Rudolf but you can also see it from his end; Rudolf was primarily motivated to set up that meeting just as his long con to get himself out of the succession. So whether Rudolf intended or not, he was being transactional as well.
