There was never any plans for V4 if I remember right. Even in V3 the staff/mods talked about upgrading to V5.

From what I remember, it was supposed to be a smaller update to V3, before the incident required a much larger rework.
And technically, the page before the forums were reopened could be considered V4

Should've just perma banned him at that point, seeing a ban that long reminds me of that video where the Judge issued a 1000 years life imprisonment to the convict and if the convict dies he'll be charged with prison escape with the sentence of 200 years in afterlife and hell and if he is ever reincarnated again, he'll be caught and forced to continue his sentence from that day.
