No, it's just the same artist. Do be reminded that Horimiya is like One Punch Man. It was originally a webtoon titled Hori-San to Miyamura-Kun by HERO it was then adapted to a manga with Daisuke Hagiwara as the artist. Koi to Yobu ni wa Sasayaka desuga is by Daisuke Hagiwara, not HEROOh wait I just read it, so it's a Horimiya author?? So that's why I felt the same wind of disgust. Man, horimiya could be the best romance manga ever made, it was perfect fit like 50 chapters, until it fell off harder than even imaginable, it was such a shame.

It's not. The author of Horimiya is Adachi Hiroki. Hagiwara Daisuke drew the manga adaptation, and created this series.
