more like inept at communication. guy literally prefer being known criminal than confess being mahou shoujo really stupid. it's not even he had to do it in public. he didn't even do it to people he need to do.

Just as one example, the correct move at this very moment is for him to transform and instantly prove that he's not the 'dark hero', and the dense idjit probably won't do it.

The only real problem is, even if he had enough common sense to do that, the fact she thinks he's using his powers for evil means logically she should be trying to prevent him from transforming, since she thinks he'll use them to do anything to escape doing things like using people as hostages/shields. I doubt it will get that far, with how dumb he is, but it is reasonable for him to fail to transform here.
