Is it a problem on MyAnimeList? I never had that issue, they are usually pretty hands off on adding the tag unless it's in your face about it. MangaDex on other hand, is very brazen.

It's a problem in MAL too. It's not bad as here because they're definitely stricter. However, there are a handful of stories that end with the girls being just roommates or friends (no kissing or confessions), and the tag is still there.

After taking a quick look on MAL, I can definitely say that it's not yuri yuri.

Since it doesn't have the yuri tag, I suppose it's not bait. There could be undertones.

Even though I asked that question, I don't know what "undertones" means. Yuri bait is anything that looks yuri but it's not from the genre, they simply put characters in a panel/scene in a suggestive manner but it turns into nothing. And then, when a series is labelled as yuri you can have everything, nothing or something in between, but as the matter fact they intend to showcase it as such. For instance, Lyro-Reco is yuri for me and every single doujinshi artist that makes it a reality because we have yuri goggles. Instead, Hibike! Euphonium is yuri bait because the author puts in that illusion but there's nothing actually in there. And here, an example of a series that it's tagged as yuri in MangaDex but it's an entire joke:​

I have a different definition. To me, bait is a story that proclaims itself to be yuri, but there is no confession or kiss. If I have to put on "yuri glasses" to see yuri, then it's probably not yuri (for me, at least).

CGDCT and being good friends who blush around each other is not enough to be yuri.

The manga you linked isn't tagged as yuri on MAL, so I wouldn't even bother arguing that it is (again, my opinion)
