He's got a fairly gender-neutral pen name and seems to be very deliberately non-fanservice-y, which I think resulted in a lot of confusion, but I'm pretty sure he's a guy. Apparently his old blog had a post in which he referred to himself as "a very manly man among men of a man", or the like, and his author avatar image is pretty masculine coded:
