Nah. It is because he personally has turned the thing into a trauma, instead of the mere annoyance, which it really is. Amazingly much of his personality is already dictated by how everyone seemingly interested in him is, in reality, only interested in Rei-sama. Rei-sama himself treats him great and only wishes all the best for his little brother. However, mental health is a tricky thing, so an issue objectively small can become crushing for someone, like it has become for Tohno.
However, I was listing the core ideas of the manga, not Tohno's issues. So, if you see a supposed contradiction there, it doesn't mean anything. The core ideas stories follow often seem like that. Specifically, I was addressing the jealous guys scene. That doesn't fall under the core rules, so they don't necessarily need to follow any rules. The author is free to use them otherwise. If you consider this story as a whole, it's not like Tohno was treated poorly, let alone bullied. In fact, since he won't allow himself to trust anyone, he's the one treating others somewhat harshly, every now and then.
