We should assume his agents have been going around gathering every bit of information even remotely linked to Hiro. While it is crazy he was ready to give the position to Hiro without lengthy personal discussions, he obviously does think Hiro is exactly what a new settlement needs. His own underlings would probably be better for already established villages/towns, but maybe not for building everything from scratch in the wilderness. The viscount might be guessing the water pump isn't the only innovation Hiro will come up with, which would greatly accelerate turning the new settlement profitable.

Other than that, since that kingdom's nobility system is so weird, it won't be much of an issue to replace Hiro if the results aren't as expected.

While it may not be so by this world's residents reconing, she is still a minor in his perception, just like the other girl in his party. He has already been angsting about putting children in mortal danger, it shouldn't be suprising he'd be reluctant to apprach a relationship with one. As he said, taking her with him would make society see it that way, even if it wasn't what was really going on. That means that if he does not "bite the bullet", he would be compromising any future prospects for marriage she could have.
