They're giving him a false choice because the administrators gave him just enough leeway to choose from a variety of pre-determined personal hells, to give the audience a surprise and increase viewership. From there, the administrators hotfix all the appropriate thoughts, actions, scripts, and personalities to fit what the audience wants. It's basically a livestream where the audience votes on how to torture the Sim, and the streamer sets it up.

In that case there'd be no need for the secrecy and sneaking around. By intimidating him from even thinking of contacting the "gods" about this, they're implying that there is recourse and what they're doing is not actually allowed.

Nah, my WAG is that the executives that pitched this plot twist were defenestrated out the nearest window. When their admin and network access were purged, a lot of their recent actions were also voided. So with the restrictions removed, MC was able to glitch his way back into the matrix.
