My first thought to the question was; Gravity.
To be in actual control of movement in an environment with gravity, you need limbs on both left and right sides. While yes if you live underwater, you would just float up and down. But to get actual actual food, you need to be in control of your movement. So you need to swim left and right too, or lunge forward very fast. Leaving water and actually walking on land is probably the biggest change toward bilaterally symmetrical.
