So, my theories:
1) The "Mmn?" is in fact because of the height similarities. And his classmates + Ibuki's fanclub are probably going to push for the two of them to team up (and start shipping them).
2) Tomo noticed that while he and Ibuki were on either side of Tsugumi, Tsugumi slipped aside to put Tomo between him n' Ibuki. Given the recent talks about Tomo getting jealous, I'll wager that Tsugumi noticed and is trying to distance himself from Ibuki to avoid causing the pair any problems.
