That would be a sufficient explanation for why the author did it, but not the in-world explanation why it was necessary.

Holy Shit! Look like i only half correct last month( Look like that stupid theory about Rouge and Sister are the same is wrong).
So 5 magical girls that been hunted now working undercover for Sister and Vena( but i have a theory that Sister is actually planning to betray Enormeeta soon since she allows Lord to escape which Vena doesn't know)
5 new characters who go from heroes to villains( which is opposite of Imitatio). The author really read my mind.
