Not aware of any organization that strictly targets depictions of incest, but I'm absolutely sure some would includ the topic on the ban lists of an exhaustive number of organizations that make it their business to restrict literature. Not necessarily at the publisher level, but definitely by applying pressure to any place it can be accessed or purchased, like stores and libraries.
