It's a dicey thing, waging war to curry favor with a 3rd party. The people care for elves sure, but sending their own to die is a big step.It seems to me that country should start supporting the coalition as much as they can. Send them weapons, food, whatever they need. They might be suspicious of human troops, but even those if the coalition accepts it. Before that, Zilcheas might want to invade Cazaria if that place truly favours enslaving elves. Occupy it and destroy the mentality of wanting to oppress the elves. That would send a strong signal.
