The ghost is ancient, should be at least over thousand years old since she looks like she was around the Kofun period.
Probably because she only takes one sacrifice at time so she hasn't evolved into a divine spirit after all that time.

The grading is relative to the danger for normal explorers, so it gets weird sometimes just like that. The uber ghost who usually only kills one person from the group is ranked lower than a ghost who will attack the whole group who is in turn ranked lower than ghost whose curse will follow you outside the area.

Like ffs they all know that ghosts love Keitaro and that they are in a LOCATION where a ghost is and the prime GHOST sensing dude is like ???? Must've been the wind

I'm hoping this experience of nearly being whipped out by some weak ghost that was insanely cunning makes them grow as a group and that they take precaution and learn to rely on their gut instincts instead of just PURELY relying on Pokemon Ghosts to save them

The point is that the ghost wasn't weak, the danger rating is simply flawed and there is a super ancient powerful ghost hiding there for hundred of years without anyone noticing. Yayoi already fought ton of those cunning ghosts before but this thing is way stronger than she expected, she immediately got done in the moment she thought she finally got an opening to finish it.
