The whole point is that it's currently still 'a game', but that it's being (more blatantly as time goes on) hinted that Rui wants more than that, and that there's history between them that Sara doesn't currently remember.

But as it currently stands, Sara's whole goal is trying to make Rui submit so that she can claim the Belle Fleur title and build a yuri harem out of their classmates. Rui stands in the way of that, hence the 'game'.

Yes, she's bluffing experience where she has none and is currently fighting the urge to give in to Rui's counteroffensives and none of their classmates even know anything's going on between them. But they're not an actual couple in the mutually agreed, conventional sense, at this time in the narrative.

Rui's meeting her head on in this competition, but Rui has been showing hints and glimpses that there's buried history between them that Sara has forgotten.

Sara just wants her Title so she can build a yuri harem, and Rui, popular as she is, stands in the way of that. Sara is also struggling to not fall for Rui, herself, but Sara's the one who (currently) still sees this as a competition for the Belle Fleur, and nothing else.
