I would guess it's a reference to Major Kusanagi from Ghost in the Shell, who was depicted at least part of the time in a similar tank-style 'bathing suit' with (or without) pants. (Edit - corrected her name's spelling.)

I almost missed this chapter because it doesn’t appear in Mihon. It's even weirder that's the only one missing.

I'm wondering if this boy is an extreme redesign of the boy from a few chapters ago, or if she's stringing along and teasing a completely different boy now. I'm especially interested in the answer since she has a yan moment in chapter 20. It's a collection of doodles more than a real comic, so it could be either.
