Going by that face and reaction... it's probably straight up an erogenous part of her body and akin to fondling a girl's boobs or similar, whatever goes for her species. Could also be there's some meaning behind it for her race we don't know just yet, so like a cultural thing. You are only allowed to touch one's stars if you are family or romantically involved, whatever. At very least she got pretty flustered - and since these things are usually invisible to other people (maybe just to humans and others of her kind can see them) it could also be an ID mark so other aliens would recognize her as such. Perhaps you cannot even interact with them usually (physically, as in touch) unless conditions are met beforehand. That's why she's so irritated. Would make sense in a way, because if she mingles with humans then there will be situations where someone touches her hair/head by chance.

Or "will you let me touch your stars" is something like a pickup line on her planet, we will know soon enough I guess. At least if you decide to continue reading, which I will probably do depending on the next 2-3 chapters.
