Yes he’s NIN but he’s a mystery. He’s one of the Old Seven - The previous generation of the most powerful ninjas that rule over NIN, and whom are the obstacle to the Neo Seven’s ascension to power. Though he doesn’t strike me as one who cares about politics or governance. He’s only appeared in this story once before when one of the Kumogakure siblings escorted that girl through the tunnels. He has nothing to do with the satellite. He lives under ground patrolling the tunnels.
