This manga seems to move at the speed of a dying snail, evidenced by how even the original authors refused to consider this a full chapter (hence it being "14.1"). (This is not a criticism of the release frequency, but of the story pacing.)

That's a fair point, though I'd say it depends on the government in question. Some balk at the possibility of one of their officials being exposed as corrupt (even if corruption runs rampant otherwise), seeing it as a weakness that can be exploited by their opponents.
