If they persist, then there's hundreds from all his attempts to save Fury and her sister, if not, then he worked hard to make sure the timeline was basically the same as when he got summoned, with the exception that the whole Elf Village faked their deaths this time around and a second him got frozen for a year.

Go reread the last few chapters but essentially Sekai needed to cause a closed timeloop like scenario so he didn't seemingly alter the past but in effect did.

I would say that, regardless of her bloodthirsty subordinates, the President herself - even though domineering - is a woman "of a more civilized age".

She could have killed him before, yet chose not to. Then he chooses not to killer her. Like that both sides established a baseline where they rather not use lethal force in their conflict.

Like that an understanding between both sides is possible.
