I feel like they are trying to convey something that doesn't work on a setting where sex exchange magic is very doable and so simple they have literlly played with it on previous arcs.

i think on an analogy level it maps pretty well onto rl. she only has the luxury of switching sexes so easily because she's surrounded by some of the strongest witches in the world. irl there are places you can go where you can play with gender and ppl will respect it.
but thats not something rei could have had in hyperborea, she had to leave the country to feel free enough to accept herself as a woman. now she wants to bring that feeling of freedom back with her
