But to my current understanding, the concept for Tojiko is that she used to be vengeful. But at this point, her grudge has mostly dissipated, and she's practically a regular lightning ghost now.

Meaning being vengeful is a spectrum for a ghost to land on.

She said "厘" (Rin), which is approximately 0.3 millimeters.

Come to think of it, "down to the inch" seems like a pretty imprecise standard for building.

My guess is that either Miko wants to turn Mizuchi into a normal ghost like Tojiko, or maybe try a way of reviving her, for science?

Maybe just doing either as a flex, dunno. Miko can be weird sometimes.
