That's true - the antagonistic saint tends to have some kind of "Charm" effect, since that's a way to conceivably make it so that the Prince/Nobles/Everyone Who Shits On The Protagonist has an "out" from being irredeemable scumbags for betraying their stations and obligations to dote on the cute li'l saintess.
If there's none of that here...well, that means the people swayed by her
are being shitty, which is both a shift from the norm and puts this on a trajectory that could see real consequences for those who are derelict in their duties toward the state.
Which could be fun to see.
