Manga, as a medium of entertainment in Japan, has always have something all variety of ages, because they expect people to enjoy ones fitting their age.
Which is a long way to say that they treat it as media for all ages, like movies with age ratings

It being vile though... Yeah no that's not limited to Japan, older stuff from anywhere can get wild since there's no proper ratings board stopping things yet. Stuff on VHS gets wild with how immediately available it is for people who do crazy shit and wants to record them.

Nowadays there's still stuff like that, but it's somehow more obscured, or normalized, pick your poison
