Anyone else watching Foundation might find it hilarious that the solution to the Lucas menace is essentially the same as Dusk's solution for the Mule.

presumably the papal states are going to bring a new pope out of stasis and have him find some other rami and send them after Lucas and the remaining pope forces.
Especially if they've had 2 months to consolidate and gather their forces . If lucas and hte pope defeat the garland and the empire then the papal future people are likely to get killed or disempowered.
So lucas and papal forces should only have a few weeks before getting caught in a pincer .

Joke aside, it was predictable that Lucas would go that way at some point. He never cared much for others beyond his friends, and the experience of using peoples as pawns again and again likely didn't help that.
I wouldn't be surprised if the reason he had no issue going after the citizens like that is because he is starting to see people has just moving part of their organisation, not individuals who may or may not agree with their rulers/boss.

yeah, seems like a little overreaction for him to become so grim and depressed when he has Zoe. I get him wanting revenge but he should still be able to enjoy things when he has the other person that he likes/loves still around.
man got told all the suffering he's directly caused and experienced is basically a cute little game for the entertainment of alien forces, then got betrayed, and then saw one of his best friends die

if that wasn't enough for him to take it as a personal declaration of war on the futurists he might as well be a saint

And just as Zoe sees more and more people as not-potatoes, and as Garland starts thinking about and enjoying doing other stuff than killing.

The five theoretical stages of grief are:
1. Denial
2. Anger
3. Bargaining
4. Depression
5. Acceptance

Lucas is grieving over Miura, and stuck hard at the anger stage. I suppose he could always just stop there forever and make revenge his life's hobby.

While you have a point Lucas still has Zoe, it's likely that someone struck hard by someone's death won't be completely rational. Emotions and all that. Given all that though, I don't think it's a good time to make decisions on things like, oh say, is it really a good idea to slaughter all the people in this town. Maybe join His Holiness if you're leaning that way since you're in a time crunch, but it would have been nice if Lucas could have held off on the mass killing until he calmed down a bit.
