Watsonian answer: we know that she herself was like takamine before she met her, and she delighted in her superiority over others. So her doing this and when she put her ass in his face in 66.2 is not sexual to her, she is simply trying to bask in her perceived superiority over shirota

I will admit, while i expected the win to be because shirota knows her better, i did not expect that the impulse for it would come from the man himself. I guess i overestimated takamine? I assumed she had some sort of plan or hidden trump card, but from her reaction in this chapter she had none of that. I could spin this as her having absolute trust in him but she should really know that someone insane like shinagashi would hold the advantage over a normal dude in a contest like this. (Well we know that she is also out of her mind so i guess my mistake to assume basic logic like that)

Overall this chapter was... suprisingly solid? Idk, i still have my issues with takamine and i dont know how comfortable i am with praise being leveled for disregarding your own self to put the needs of someone who mistreats you first and all that, but this chapter did make me exhale out of my nose, which is the furthest this comedy manga has ever gotten in making me laugh.

I think while i would prefer shinagashi go to jail for her numerous crimes(and because shes annoying), there can even be a funny development here where she now comes to revere shirota or call him sensei and tries to learn from him. Could even make takamine jealous through that because he spends so much time with another girl and maybe have her actually admit to her feelings or atleast be more honest about them. (And then maybe shinagashi notices that and plays wingman and that could be a neat dynamic).
By how this manga has handled side characters in the past though, this is just wishful thinking and most likely this character will disappear without ever showing up again and next arc well be back to square one.
But a mans cope never dies!

Actually if you go to page 6 and look closely it looks like Takamine was about to remove her panties to rewind the day. My guess is that her "ultimate" plan was to just redo the day until Shirota won because he would know when and where Hina would come from to try and win.

Similar to you though I really cant stand Hina. I also hate how weirdly cruel everybody is to Shirota. Man has the patience of a saint.
