Don't think that's a helipad. Think it's the "boarding magic circle".
Also, helicopter isn't defined as a ship, so it can't be in the summon pool or possibly be available as additional purchase.

But an Airships could be added to the summon pool since they are classified as ships of the sky. Similarly Spaceships as well can be added.

The main question is, would the summon catalog eventually also add Combat/Military Ships, which MC would be forced to buy.
