I read the novel, so I know who is the guy, he is there just to prepare "a villain".

Reischel is kidnapped, and wakes in a train with 2 other girls.
He is soon rescued by Rosemary who was sent by Alcarion with where he is (because she knows everything).
The culprit is the Ministry of War, a human.

The prime minister is a high elf who has been with Alcarion for a super long time, so she knows what Alcarion is capable of doing. But other people do not know that, specially from "short" lived races (compared to high elves, that is), if if you tell them everything, they will just think it's exaggerated.
Well, the random guy is executed immediately, and everyone soon sees her power first hand.

So I mentioned this in the previous chapter but man…Rosemary is really starting to kill the vibes of this manga. I know the mangaka doesn’t want it to happen all at once but the way they approached the slowing of getting to home base feels terrible. Instead of a slow natural build up, the mangaka makes them speeds to the edge and then boom, Rosemary chokes the life out of the moment.

If you want people to start hating a character in an ecchi manga, this is a masterclass example.

Meanwhile that full spread page of the two is incredible. Amazing work.
