Most of the creators that are outright withdrawing their works are primarily published on other platforms, but there are a few, of which Nanao now seems to be one, who are primarily published through MangaOne and are holding off on publishing any new chapters at least for the time being. Ikka Matsuki (no relation to Tatsuya Matsuki, one of the creator at the heart of the scandal), creator of Nippon Sangoku, has done so as well, and right as his series was set to get an anime adaptation at the start of next month (it's not explicit, but I assume that's who/what Nanao was speaking of in his initial tweet). There are a couple others that are on hiatus the same way, a couple other creators who have more or less indicated that it's their plan to do so, such as Yoshiaki (RaiRaiRai), though his series still shows an upcoming chapter this week. I suspect that might change.

Some of it may also be due to the fact that with the editors all under investigation, the normal creative cycle and submission process are just something that can't be managed at the moment. But that's more just my personal speculation.

Law is just a set of imposed rules by the ones in power, that may or may not apply to some depending on various circumstances.
