The bitten have hours to live, they wouldn't do anything that requires days of subterfuge. As for experimentation, that requires detention and control schemes. This is what was hypothesized before and explains why the military base fell - the condition either spreads in more ways than just bodily fluids or everyone is already infected (or cursed, depending on what it is) in the first place and will rise after death.
