ONE started OPM with the webcomic, which is poorly drawn, and Murata (Mangaka) would later help the webcomic being published, and he did the drawings now, so that's the manga, which is a different take on the webcomic's story (although still following most of it). ONE still releases the webcomic, which is ahead of the manga story too, but it's ONE's art style.
Then Mob Psycho is a manga fully drawn by ONE, which is why the art style is like that.
