Once again the misunderstanding that people in the Medieval ages didn't know how to read is being spread. During the Medieval ages most people knew how to read. They just didn't know how to read Latin which was the language the Bible was written in.

remember, the owner charges whatever he wants per customer, so odds are he won't charge him much, if anything at all

Depends on how medieval it was, most knight and magic setting is on similar era before bible exist, era where paper and ink were like gold bar today, and people lived with skills from practice not from literal and verbal knowledge due to how scarce was books.

There are other ways to write other than paper and ink.

Yes but it is very inefficient, like say ancient egypt was known to have record that its people able to write and read with papyrus and tablet, other might use sand or ground to practice writing, or using wood/bamboo strips as seen in wuxia, sure there are various methods, but who can teach them? And what for?

Only very small margin people can teach the knowledge, and smaller part of peasants can study the knowledge, lastly majority peasants been living without literacy and calculations knowledge, those skills only become seen as relevant post bible become wide spread, and forcing people to be able to read and write was also a struggle. Try not to lump modern thinking and ideas to mess on actual history, cleopatra was beautiful.
