I thought it was 2019. Was this whole bicycle fine thing actually planned out 7 years in advance? Or could this be... an anachronism in my isekai comedy manga??
I get what you mean, BUT, that fine does seem hella stupid.

They have a law like this in the UK and its never enforced. Seriously, you see people cycling past policemen on the pavement and the policemen don't even sarcastically say "ooh, what a rebel" . I swear some British laws just exist to give Uncles like me a chance to tut loudly and feel superior.

It doesn't matter, the cyclists have their own lanes and they're not using them anyway. They'll continue to use sidewalks, roads or what-have-you EXCEPT the bike lane. And they'll never use the bell, either, even if they're right behind you or literally driving into you.
Maybe it's not all of Japan, but Osakan cyclists specifically are sickos.

As someone that has ridden his bike to work for years I must say that car drivers don't give a fuck about bikers safety. They will just throw the entire car in your way and crush you. Won't give you any space and will run at full speed centimeters away from you.
The road is incredibly dangerous even if you are being as careful as possible. You can't trust that a car won't just slam into you.

Riding in the sidewalk is not ideal but between my life and safety and following a silly law I'll rather risk a fine than being crushed by a random driver.

To be frank cyclists on the road are a massive nuisance to driving and the car owner is the one paying the road tax not the cyclist last time I checked. So cyclists should be on the pavement or designated bike lanes. Hell its so dumb there are PAVEMENTS with bike lanes on them while its supposed to be illegal to ride on the pavement.

Man...i know everyone has their horrendous exceptions/general miscreants dooming everyone else's perceptions and attitudes for the worst, but as someone who tries to keep their riding as legal as possible (as a cyclist) it is frustrating when cars are parked on the bike lane, or are obstructing the borders of the road so you cannot keep to them while you don't need to turn, or they close you off when turning while you are trying to go forward on a crossing. Or better yet when it's freaking pedestrians walking on the bikelane because there's too much shit on the sidewalk that they don't want to bother moving through - that's my """favorite""".

I do think you should at least get down of your bicycle if you're going to use the sidewalk to not remain in the road tho. Specially if it is a residential area or a place that usually has a lot of people in it. If only to not bother them with the risk of getting run over by you.

1: Bike lanes are only available in certain very specific roads if have to go anywhere without one you are fucked.
2: There isn't such a thing as a road tax. We all pay for public amenities and services with our taxes. So that's a very stupid argument.
3: Let's talk once you have experienced the other end.
Try driving a bike in a city through a main street or an intercity road with heavy and fast traffic. It's terrifying.
Cars could easily kill you by just bumping into you and they certainly don't give half a fuck.
You will singing a different tune afterwards.

Seems to me all the cyclists are suicidal bunch who love to put themselves in dangerous positions then blame the cars for being where they are supposed to be. Its like going to a ghetto then complaining you got stabbed and murked by its denizens.

Just like how cars that are not going 120kmh on a highway and instead choosing to go 80kmh are a massive risk for the cars behind them, same applies to the slow as fuck bikers who cannot respect others and their time. You expect everyone to sacrifice their time to accommodate your risky and slow ass which doesn't even obey the traffic lights nor use turn signals. Get run over goober
