I was going to explain it much the same way; in the classical 4 elements from the West, lightning is a mix of air and fire elements while ice is a mix of water and earth.
It gets simpler but also more confusing in the East's 5 classical elements, ice is just water, but for some reason lightning (and electricity in general) is tree.

It's quite simple. Lightning is electricity and ice is frozen water. Water and electricity don't mix.
