The lack of semen thing means that they didn't have penetrative sex. The whole conceit of what the sister did was getting her brother and Yuuka so horny they would fuck like rabbits. Unfortunately (?) for the sister's plans, her brother came too early and Yuuka seems to prefer how the sister fucks her anyway.
