"A noble's entire salary" doesn't really mean much. A ruling noble is basically running a business, with the business being his/her fief and all the methods to make money out of it. There are also landless nobles relying on a stipend from the government or other significant source, in exchange for doing work, possibly as nobles of the robe if the job was important. Some minor nobles were so poor they might not have been able to afford any servants. This was especially the case when the merchant class got more and more prosperous and powerful. This also resulted in merchants exploiting destitute nobles by being able to marry into the old nobility, by taking care of the debts the noble family had accumulated.

Of course this series is a work of fiction, so perhaps every single noble makes big money.

Regardless, it just sounds like a big conspiracy to keep Emilia from getting her hands on a set of Rocky Talkies.

Edit: ok I checked. We definitely do see the back of his head a couple of times. Not sure if he is the same guy whose face is shown in the first page of chapter 1 though.
Also there's that other older hero from the legends/history.

He hasn't exactly been introduced into the story properly yet, but he isn't an unknown either. At the start of 3.1, Celeshia confirms that he's enrolled at the academy, and he's shown after Ixs victory over Clair with a bag of winnings. The main "problem" that Ixs is having is that game- and story-related events keep happening without Julius being around for them.

It is incredible how our true MC Celeshia allows her underling Ixs to fight some mooks. Usually in those series it is MC who deals with most of the fights!

People keep commenting on the art but it’s just such a silly manga that I feel the inconsistency really goes along with it. A ton of this manga is pure comedy and really nice to see as character development goes. And then all of a sudden an insanely well-designed eldritch creature lumbers onto the panel and it’ll be breathtaking.
