Umika admits: "I... I-I spent... all the New Year's money I've been saving..." (or "I... I-I used up... all my New Year's gift money...")

っちゃ indicates a hypothetical. If you look it up, you'll find it's a contraction of と言えば or って言えば. You also see her holding it, so you'd have to think she kept the empty envelope. I guess I could have translated it more literally, but I don't believe she said that she's already used it.

This manga sometimes uses visual gags that cannot be explained logically. For example, the objects of their conversation suddenly appear in the characters' hands. Or a character changes clothes during a single phrase.

Money rarely comes up in the manga, but my guess is that Umika got 10,000 yen from her mom for New Year's and blew through it all by summer (she bought a space language dictionary, alien souvenirs, a robot for Matataki, and materials to build new rockets). It seems like she doesn't get a weekly allowance from her mom, so she's basically just counting on her next New Year's gift. That totally explains why she panics in volume 5 at the thought of any extra rocket expenses.
