One might think so, given the low birthrates (at least for males). Still, they probably wouldn't ever become illegal because there might be medical indications where pregnancy must be avoided at any cost. But it would certainly come at a price should such an habit get out. If you take into account that using condoms is widely seen as an insult towards the man (or woman, it depends on who demands using them)... I think a woman/girl openly purchasing the pill would definitely be considered heretic and looked at as a weirdo or even worse.
