There used to be an interesting plot here, but now I can't help but imagine that the author uses this manga as a scrapboard for testing any random ecchi situation he could think of.

I think it's more about the pacing, or how the panels are not so efficiently used. It's not too different whether the story is supposed to be going fast or slow, so we don't really feel the contrast in the intensity…
