I dunno... I think he piloted the beast himself because HE wants the power, not anybody else. You have to think back to WHY he wants to eliminate Lloyd in the first place; because Lloyd is powerful enough to be a threat to the kingdom, and since he can't directly control Lloyd, Lloyd's existence...
