I'll be honest, this series actually has a decent pace of development relative to the cast size. It's just that this development isn't them developing into Saotome's pants. A lot happens all the time, it's just that most of it isn't solving the main romantic conflict.

Honestly, I do hope the story will reach graduation, but I would be fine with them starting to date before it.

TBH, the series always progresses the most during the trips. This time, we might actually see the progress.
