J-novel doesn't skip, they just have a different business model: rather than do the newest chapter free with new chapter each week, they do first chapter of each volume free. they do that because they license by vplume, not for wholes series, iirc

while this is true of many part chapters, its not like some regular chapters don't do the same and just do the cliffhanger ending
