You might be right but I feel like you think too much about this. This scene couldn't have been established with a teacher around. Also people at my school were also bullied with no teacher being around. That looks like a big school as well. Anyway, thats just a bit of artistic freedom.

Why would a teacher be there if no one calls them. The can't know what happens but Arata does.
